Fred Tsao is the Senior Policy Counsel at the Illinois Coalition for Immigrant and Refugee Rights (ICIRR). Fred assisted in developing and advocating for many of the laws that protect and support immigrants in the State of Illinois. As a child of immigrant parents, Fred always understood the complexity of American culture and how immigrants experience this country in different ways. Fred is the longest serving member on the Board. He has served ICDI since its founding.
